»Prevention by the Ämter für Verfassungsschutz«: Maximilian Banzhaf examines the role and structure of the domestic intelligence agencies in Germany. He describes the function of the Federal Office for the Protection of the Constitution (»Bundesamt für Verfassungsschutz«, BfV) and the 16 »Landesämter für Verfassungsschutz« (LfV) at the state-level and their cooperation with other security institutions in detail. Applying standards of the national constitution (»Grundgesetz«) and parliamentary law, he detects frictions in the cooperation between BfV/LfV and the police and The Federal Intelligence Service (»Bundesnachrichtendienst«, BND). Consequently, the author argues for a refocus of the domestic intelligence agencies in Germany.
